As part of Operation Ord, IBAC held public hearings in April and June 2015, and tabled a special report to Parliament in April 2016.
This major investigation examined the conduct of then senior officers of the Department of Education and Training (DET) and others, in connection with the use of ‘banker schools’ and related activities.
IBAC’s investigation focused on allegations that senior departmental officers misappropriated funds from the Department’s budget, through false and inflated invoicing as well as arranging payment of inappropriate expenses such as excessive hospitality, travel and personal items.

IBAC recommended the DET implement reforms to address the serious corruption uncovered in Operation Ord and to improve its systems and practices to prevent corruption.
The DET was required to report back to IBAC on progress in implementing these reforms. Its first report has been provided:
IBAC recommended the Secretary of the Department of Premier and Cabinet provide a report on the implementation of the corruption prevention and integrity action plan of the Victorian Secretaries Board (VSB).
IBAC has published these reports in the interests of informing the community about the actions DET and DPC have advised they are taking. By sharing the lessons learned from this investigation we also aim to assist the broader public sector improve systems and practices to prevent corruption.
